Shenzhen Used Machines Import Cases: Four Second-Hand Exposure Machines from Hong Kong
Seahog Logistics Shenzhen team recently helped clear and import four used exposure machines at Shengzhen land port called Huanggang. All these used exposure machines were first shipped to Hong Kong, accepted pre-shipment inspection executed by CCIC and obtained the relevant certificate. Therein, three machines that were originated from USA were shipped as one shipment, and the other one that was made in Austria was sent as another shipment. Yet both shipments were cleared by Seahog Shenzhen. We shared the relevant China customs declaration sheet and one machine picture.
We want to share some key steps about getting used/second-hand machines/equipment imported into China, based on the above-mentioned cases.
1.Confirm the machine info and locate the HS code
Check and confirm the HS code based on the name, the functions and the working principle of the used machine so as to get the customs supervision conditions and the tariff rates.
Check if the machine is listed in the Catalogue of Prohibited Imports of Used Mechanical and Electrical Products
2.Pre-shipment inspection and quarantine
Most used machines/equipment shall accept pre-shipment at the place of departure or transit place and obtain the relevant certificate, the inspection content includes but not limited to appearance, completeness of structure, function test which aims to make sure that the used machines/equipment are up the relevant safety, sanitary and environmental protection standards as regulated by China government.
3.Obtain automatic import license
The importation of some machines/equipment shall apply for automatic import license at Beijing Ministry of Commerce or Provincial Department of Commerce after the pre-shipment inspection certificate is issued.
4 Customs verification on the declared prices.
China customs will verify the declared prices based on the new/old conditions, the internation market prices, the previous declared prices of the same/similar type of machines. In this step, an experienced China customs broker and the original factory invoice will help a lot.
5.Port inspection
By large chance, China customs will open the container, unpack the used machines and execute the port inspection, to check if the brand, the quantity, the model and the country of origin and other info matches what have been declared. A name plate with accurate and complete info of the machine is very import in this step.
6.Destination Inspection
The used machines/equipment must accept destination inspection executed by the local customs. During this inspection, the used machines/equipment shall be assembled and plugged in with electricity to present a trial operation to the customs inspectors and show them that they are in good condition and can run and work normally.
